A lot of talk in Congress today, because of these new cost projections, to either-&-or:

1) legalize importation of drugs.

2) remove the prohibition on HHS negotiating bulk-purchase drug prices with the manufacturers.

3) cap the Medicaid drug benefit costs.

4) means-test the drug benefit, or scale it to incomes.
