Looks like Bush is taking revenge on the State of WA which has the largest percentage cut (13%) in State and local grants from the Federal Government in 2006 budget.

On top of these cuts, Bush proposes that Bonneville Power charge market rates rather than wholesale rate which means a 20% increase in NW power rates.
