Well Ten, you gotta keep on workin' and payin' in to pepetuate SS.

I can see a couple of reasons to go with Bushes scheme.

1. Make the stock market go up.

2. It will be like throwing the younger worker a bone so they will keep paying in rather than revolt. Basically it perpetuates the scheme. Otherwise it could get really ugly.

Now, we all know that the benefits could be trimmed to be more like what they were first intended. Or the age could be raised a little. I can hear the screams.
