Poverty in the mideast hotspots is largely a political tool. They are able to blame everything on Israel and the Western "infidels." This keeps the attention off the OILogarchs, tyrants and despots in power. The external devil has always been a unifying force throughout history. Heck, even our politicians use that to avoid tough issues. Seriously, if Arab leaders were really worried about poverty and peace, they have more than enough money, resources and land to take care of all. Do sheiks really need a few billion each?
