personal altruism and state mandated altruism.

They are hand in glove. You are lead to believe that when you do something for someone else, you do it out of a sense of altruism. That you are sacrificing for them. What you are really doing is pursuing your own interest. You would rather do something for someone else than not. It makes you feel good to do it. If it doesn't make you feel good, you are doing it because you have been told you have a "duty" to do it. And you believed that.

The state version is just a generalized version of the individual. As Tom Paine put it, "The common good is nothing more than the sum of the individual good."
