At his first news conference in weeks, Dr. Dean on Saturday demurred on some questions of policy and said he would leave much of the substantive message-shaping to party leaders in Congress. He sidestepped a question on Iraq, which he did not mention throughout the day except to criticize Mr. Bush for not including the war's costs in the most recent budget. "I think my views on Iraq are well known," Dr. Dean said. "I don't see any need for me to make pronouncements on an issue I won't be voting on any time soon." On abortion, Dr. Dean said he agreed with the view of Senator Hillary Clinton and other Democrats who are emphasizing their desire to make abortions rare, but still legal.
