I doubt the U.S. gave Israel much choice in the matter re Gulf War I. And at any rate given the way we were pounding Saddam's forces, a reprisal from Israel wouldn't have made much of a difference

it would have broken apart Bush 41's coalition, which was why the US forbade Israel from responding, at great cost to Israel's deterrence.

Certainly people can question the worth of the alliance, and have done from day 1. But to assert that Israel is a bad ally, when in fact it's the only regional ally that the US can count on, is just stupid, to be charitable about it.
