Peter, plain and simple, America did NOT invade Iraq in order to promote democracy. Had this been the case, the very first Iraqi public buildings that would have been protected would have been those public buildings housing records of citizenship. You see, in a democracy records of citzienship are essential, are primary. Instead, the only Iraqi public building that was protected from looting and damage was the Iraqi Oil Ministry building.
