My first reaction was also that it wasn't a speech question but one of professional temperament.

I don't know if or how education departments test for that. If you graduate from a school like Juliard, Juliard can be assured you won't embarrass their reputation because they grade you on your performance, what it is that you will be paid for. Ed schools grade you on tests. You could score well enough on tests to graduate but be unsuitable for teaching for a variety of reasons. Student teaching might catch that or it might not. A med school might not want to graduate someone who was an advocate for testing on the retarded, for example, or harvesting organs from street people.
