It means eliminating them all with the exception of the NE corridor because Bush has set aside 360K for that route.

360K is nothing. Also there is no need to set aside any money for that route. Its profitable. The LA-SD route is close and probably wouldn't go away either. I imagine that given the need a few other routes could be made profitable, particuarly if the labor contracts are not to rigid or can be made less rigid when the alternative is having all the people covered by the contract lose their job.
