The Corps has presented Lt. Pantano with a document known as a "charge sheet" that officially charges him with two counts of murder.

Not much there yet to comment on.

Any member of the Armed Forces may sign a court martial charge sheet. The article mentions a disgruntled Marine. He would not be the first to attempt to take down an officer.

It is normal in the military system to provide legal counsel when charges are read.

The convening (Commanding General) authority's actions are key. He could dismiss the charge outright or order an Article 31 investigation to advise him. He can also order a court martial.

I am a strong believer in the military justice system. This case will be appropriately resolved and soon.
