Interesting. Although I have to say that asking Dr. Cooper to do the study rather guarantees a particular conclusion.

I'm not sure I understand why North Korea would feel the need to play by the rules of the 1950s, i.e. with ballistic missles. If they were genuinely interested in nuking one or more U.S. cities, wouldn't the most cost effective delivery mechanism be a cargo container? Not only is it cheaper, it's deniable. Launching an ICBM against the U.S. is simply a requisition to turn your country into a day-glo parking lot.

That's not to say that I disagree with Canada signing on to the program. It's not our money that's going to be spent, but it is our airspace that's potentially involved, and I want a Canadian at the table for any discussion of Canadian airspace.
