LOL... No, the captions for NSPD 6 & 7 were blank already, so I must confess that I don't know what they actually pertain to... However, it doesn't take an expert on US bureaucracy to surmise that a CLASSIFIED NSPD holds a clue to 911.
Indeed, we all agree that for Vice President Cheney & Co to pull off a whizbang operation like 911, unwavering cooperation from USAF generals, intelligence officers, etc. was necessary all along the chain of command. We also agree that "critical orders" were issued on September 11, 2001 --such as: order to scramble (or not) jetfighters to intercept hijacked airliners; order to set off mininukes on US soil (WTC basement);... Those are orders that can only come from the TOP! Now, let me ask you two questions: who is the Commander-in-Chief of the US military?
Question #2: Who was the US Commander-in-Chief on September 11, 2001 specifically?
We can answer the second question by elimination: it couldn't have been the President. Indeed, in the thick of the action, G.W. Bush was lecturing kids in a grade school in the middle of nowhere... So, who's next in line? You guessed it: the Veep.
Vice President Cheney was indeed the ACTING Commander-in-Chief on September 11, 2001. But then, it's not just a matter for him to get on the phone and ask the commander of a USAF squadron to scramble his F-15s to shoot down a few airliners... Cheney can't just say, "Well, the Prez is unavailable for a while so... I'm your boss for the time being." Military brass need more than that to "tamper" with the due chain of command --clue:

Savvy? As the tragic USS Liberty affair shows, Rear-Admiral Geis demanded that the President --that is, the Commander-in-Chief-- PERSONALLY gave him the order not to rescue the US Navy ship.
Now we don't have any evidence of phone conversations between President Bush and military brass on 911 and I think we'll never find any because Bush probably didn't want to handle that crisis over the phone and managed to stay out of the loop until it was over (that is, until noon). Hence the only guarantee USAF officers and others had to cover their asses was... a WRITTEN guarantee. And my hunch is that that "written guarantee" is a (classified) NSPD vesting Cheney as Commander-in-Chief, hence authorizing him to give orders to USAF, Navy, Army, Marine, whatever, officers.
