For the first time, a vice president is sitting in on meetings with other NSC principals and is constantly involved in the policymaking. A copy of every NSC memo goes to the vice president's staff, so that Cheney can play an active role on issues that interest him. There was also a Anti-Terror Special Task Force under Cheney installed sometime in Jun 01, I remember. Actually, the special task force never met. The safest way to make institutions dysfunctional is by creating new, badly structured hierarchies. Cheney, the prominent representant of the military-industrial complex was involved in everything of these NSC procedures. He was also maange the fake WMD-"intel".
