Aren't new home sales recorded at signing but existing sales at closings?

If that is the case then what do you make of all these home starts?
Is it delays in weather or panic by builders to complete stuff as fast as they can before all hell breaks loose, or I suppose thhere is another possibility they have simply gone speculation nuts near the top. At any rate if sales do not pick up, just starts something seems wrong. (unless this is just weather delays)
