You don't have to be an insider to be guilty of insider trading, do you, Peter? Simply being in possession of material non public information will do it, I think.

If the fund got the info from a source who was an insider, that would make it a "tippee". The only thing I know about this, though, is that there's a long and complex history to the definition of tippee.

EDIT I now see this has been discussed on the Valuation thread, sorry
