If you want to limit government then limit terms, revenue, or things allowed to spend on. IMO the most egregious profligates are those who have been in Washington the longest.

You are ignoring the main point to focus on debt. The plan is to invest in our retirees rather than just paying out to current ones. The economy would be pumped up by capital availability. This would cause the GDP to increase. The most common way people measure a nation's debt is as a percentage of GDP. If you grow the economy, then you shrink that percentage.

You are right that borrowing to finance investment is not always a good idea. Can you name one listed company that does not have debt? If you can they are an exception.
