LOL... Don't you see that the very elusiveness of that issue (the shooting-down of commercial aircraft) is itself evidence that Cheney was the acting Commander-in-Chief on that fateful day. Yet for insiders such as Secr of Transportation Mineta to acknowledge it would trigger a political quake powerful enough to... well, I guess nobody wants ANOTHER 911, huh?

Another clue is the Vice President's overbearing presence at the heart of the decision process.... Remember Napoléon Bonaparte's witticism: Mieux vaut un mauvais chef que deux bons! That is, better to have one bad commander than two good ones.... Apply that to 911: either the Prez is in charge and runs the show, while the Veep is kept out of the loop altogether somewhere in an undisclosed bunker or... vice-versa! But it'd be a grave blunder to have both the Prez and the Veep involved in the chain of command at such a critical juncture, both interfering with the military when the lives of hundreds --thousands, actually-- are at stake! You can't have the Prez and the Veep. There's one too many.
