For a lot of elites, I'm sure that's a pretty good bet... still, there are honorable people who only wish that liberty became more wide-spread. (PS - I think that for those people, rather then use the term 'world democracy', they would probably say 'democracy in the world'. A small difference.)

That does seem to be one of the goals of some of the EU bureaucrats... but then, bureaucrats ALWAYS seek to maximize their powers. It's the nature of the beast and must always be resisted.
