JF, You may not like the semantics; get over it and deal with the real issues.

The real issue IS the semantics, because the way you and Ted put it, the ONLY kind of spending that can be cut is "discretionary."

So when Congress makes, for example, farm subsidies "mandatory," that means it should never be cut?
