Purpose
This Statement of Work (SOW) defines the contractor actions required to support the System Development and Demonstration (SD&D) phase of the Shipboard Protection System (SPS) program resulting in a fully operational system ready for production and deployment, initially on DDG-51 class ships. Subsequent classes will be addressed via contract options.
SPS System Description
The SPS is an Acquisition Category (ACAT) III program managed by the Program Executive Office for Littoral and Mine Warfare (PEO LMW). A Milestone (MS) B decision for the SPS program is scheduled for the second quarter of Fiscal Year (FY) 2005 for approval to enter the SD&D phase. The SPS program is predicated upon a successful technology demonstration completed in August 2003. This effort successfully demonstrated a prototype SPS technology and concept on a DDG class equipped ship. In addition, the Navy has initiated studies that will provide some SPS functions to West Coast Aircraft carriers (CVN).

Comprehensive cost objectives for the SPS program support the concept of Total Ownership Cost (TOC) minimization. During the design and development, the Contractor shall maximize the use of existing Commercial off the Shelf/Non-Developmental Items (COTS/NDI) designs where it is advantageous in terms of interoperability, reliability, maintainability, quality, performance, schedule, and TOC.

LRAD could be considered a COTS/NDI item, imo. FY 2005 2nd quarter ends March 31st.
Reported to have functioned Admirably in the tests on the USS Ramage.
