Now from my viewpoint these leaders are very confused or very dumb. But perhaps their problem is in never taking a position and standing by it, always ready to negotiate, and renegotiate.
I guess its different in the West, where a deal is a deal. The price in on the object, and we pay the price. No implied IOU's involved.

1. Despite all the publicity, the IGC members, and the polling places they still had hopes the terrorists could stop the election? Now thats the dummb part.

2. They thouoght they would not have to participate in the election and would still have a voice in the government? That would not work in the US, but it might work with people who do not recognize a done deal.
They are bit confused here, where the man with the most votes wins and they dont get a second chance.
They are used to having the man with the most guns or threats winning. Elections will need time become understood there.
