No..the opposition came because it was a corporate give away...it prohibited ( I mean legally forbid) the fed goverment from negotiating with drug companies on the basis of volume purchases.

1 - That was not the only important source of Democratic opposition, esp. at the begining of the debate.

2 - Good policy or bad it wasn't a give away.

Well, I am going to invoke your usual quest for precision and say that "most likely" does not make it so.

That's a rather odd statement. Of course "most likely" does not equal 100%.

leave the dems out of it. They tried to defeat it.

Many of them wanted to spend more.
