Brazil could offer contract prison services for criminal Americans at $20,000 a year, which would save the USA a LOT of money and make a LOT of profits for Brazil.

The Americans could be kept 40 to a cell and normal Brazilian prison conditions would mean low recidivism rates. If some decide to stay in Brazil under your open immigration policy, that would raise the IQ of both the USA and Brazil.
