Who in their right mind would have it in non-interest bearing accounts?

Anyone who finds better growth elsewhere, such as stocks, perhaps. And then there are zero coupon municipals. They generate no income but often have a better rate than their coupon equivalents. Interest producing vehicles are not necessarily the best investments.
