The Target in my area just underwent a facelift (it is a 10+ year old store). They now have a frozen food section. Price isn't the only metric. I understand Wal-mart's motivation to lower prices as an absolute metric of “good” in vacuo - I just disagree with it.

In my area, frequently the cheapest place to buy electronics is Fry's. I HATE FRY'S!! Late one summer I was at Fry's and was trying to return something. The woman in line in front of me was trying to return an A/C unit she'd bought 29 days earlier. They didn't want to honor their 30 day policy because they (rightly, IMO) thought she was trying to pull a fast one. But, she was within the rights of the written 30 day policy. I've had trouble as well when legitimately returning things . They treat everyone like dirt. I've also caught them knowingly selling defective merchandise. They cut ethical corners to get the prices low. They have the same expectations for their customers.

OTOH, late one summer a boating toy I'd bought ruptured and I returned it to Costco, without a receipt. No problem. The fact is I'm not trying to rip anyone off. I resent being treated as though I am, and the lower price competition has more reasons to reasonably fear this than service oriented outlets. So, I buy almost all major purchases through Costco, even when it is possible to get it a little cheaper somewhere else. Their price is NEVER that much higher than Best Buy or even Fry's. But if ANYTHING ever goes wrong, I know it will be as pleasant as they can make it to deal with them.
