Not really. Germany and Japan were allies.

We had no alliance with either in the late 30s or early 40s. We did have sanctions on Japan, and we did sell weapons to the UK while they were fighting Germany, before we actually joined the war.

It is common under those circumstances, to also declare war on their allies, assuming that they don't declare war on you first.

They did. Germany declared war on 12/8/41.
