I was talking exclusively about the new SS, which is supposed to have two tracks, the first the fixed benefit track a la the current system and and the second a reduced fixed benefit plus a personal account. The second is supposed to be voluntary.

What I was discussing was whether participants have only one shot at volunteering for the personal account track or whether there would be subsequent open seasons.

I don't think "the 'kid' should be made to" do anything. He has a free choice of the new SS's two tracks. What I think is that he should not have to make an irrevocable decision between tracks when he is sixteen and flipping burgers.

Does that clear things up?
