That's been going on forever. s it a trend that 3d parties compensate touts? A promoter working for the company is the middleman. He gets a lump sum of shares (which the company will have to disclose in its SEC filings, assuming they file), and then he'll keep some for himself and distribute the rest to "third parties". That way, the company doesn't have to disclose just how many touts they're using.
