You are correct in saying that mm can always short the stock, but calling in shares does affect stock price if the stock is highly shorted (whether by individuals or mm). When a mm is short stock, he has to eventually buy it back just like anyone else. If you decrease the effective float by requesting shares in certificate form, you force the mm to do one of two things: issue more shares short (take a bigger position, remember has his money riding on the stock) or raise the price to find more sellers.
There are some good examples of mm short squeezes (OVIS, JAXI, EUTO), but I don't think that is the case with QDRX. I will try and do some research and find out if it is highly shorted. The 27,000 sounds way too low, but the 27,000,000 seems way too high. I would think is more in the neighborhood of 2-6 million.
