The relocation may drag out for a long time, but there is no evidence that the relocation process could kill the mine, since Romanian mining law allows Gabriel to expropriate land at a fair price if the sellers don't want to sell. In addition, the environmental assessment process will be lengthy given the fact that a large number of parties, including those in several foreign countries, will have to be consulted, all according to EU process, however consultation does not give the right for these parties to veto or block the project. In the end it will be up to the Romanian government. The list of benefits of the project are huge across a whole spectrum of the Romanian public, so I would think that the opponents of the mine will have a much greater challenge than Gabriel. At the same time, the Alburnus Maior group continues to serve up all sorts of misinformation and hyperbole... if anyone believes that the mine will never go ahead, it would be because of their stilted communications.
