The doctor is not supposed to prescribe unnecessary treatment.

Social Security does not reimburse doctors fairly. Doctors have learned to maximize reimbursements by performing peripheral tests. The technique once learned, may be applied to other insurance carriers.

Rampant fraudulent insurance malpractice has forced doctors into practicing defensively. This forces additional testing which inflates medical costs.

Change the law so the loser pays the winners legal fees and cap judgements. This should discourage many frivolous suits. Force medicare to pay at least the minimum paid my any other form of insurance and doctors will learn they don't have to game the system.
