Naw, I talked to a local cop - a friend - and he told me that's the procedure. Fro 10pm on the stop cars continuously. If they don't have a reason they make one up. He said they make a lt of good busts that way and take a lot of money in. They also set up roadblocks on the weekends, generally around bars and night clubs. They call them "licence checks". Up til the first of this year most traffic violations in Georgia were considered felonies, so if you didn't come to a complete stop at a stop sign or left your insurance card at home you got taken to jail in handcuffs, your vehicle was impounded, and your license was suspended. Unless you went to court with a lawyer, you would be found guilty, received a STIFF fine, given community service (usually 40 hours of picking up trash on the side of the road in prison garb) and probation.
