I can't believe I actually wasted my time researching this- but Kerry has NOT rubber stamped ever appropriation bill. On top of that he wasn't proposing the kind of tax cuts Mr. Bush has put in place that further explode the deficit. Might he have done that? We won't know.

I know. You've probably got a million more follow ups- but quite frankly my interest which was flagging from the beginning, is completely gone now, therefore I apologize in advance for failing to continue this.
