<have a Chinese executive do a better job for less money>

This isn't always the case. The Chinese have a history of very draconian work place ethics. Certainly they are the low cost producer, but the more complex the requirements, the more likely a multinational product will fail to meet some quality objectives. There are cases where things aren't always smooth and for critical things, this is not going to be well received by the public. But even more important than the quality aspects, which are ultimately technological and communication frontiers, the worker displacement is going to be apparent very soon. The whole process, though is somewhat mechanical and if you get people in the way, they just get chewed up. Best to stay clear of the big, moving jaws of outsourcing.
