I would like to see the electorate move to the center in a normal distribution. With a bimodal distribution like we have now, the people in the middle are pivotal and only relatively few votes need be changed to turn the results upside down. With a big hump in the middle of the distribution, voter fraud is unlikely to produce effective results and would therefore be abandoned.

I don't see this happening any time soon. We have put down the evil empire, and now people are preoccupied with lifestyle and morality issues that are divisive but relatively (on a global scale) inconsequential. It would take a catastrophe on the order of WWII to do it. September 11 solidarity lasted only a few months.

I don't go for centralization of election management. Get as close to the grass roots as possible, using a state-wide standard (or nation-wide) and hold their feet to the fire. Let the states set standards and have the counties execute them, with severe penalties for violation.
