The teachers in some of the states don't pay into SS. California for instance. (CALPERS) And I don't think the Railroad folks do either.

And as far as folks on the bottom....Yes. I agree. BUT if the bottom 50% of income people pay little to no Federal tax, then paying SS isn't as much of a burden. If those folks had to pay both SS and say, 15% of their income on Federal Tax as well, then I'd certainly agree. But that isn't the case.
