I can't work out who these are because the first article mentions 10,000 specimens. Is the second article in fact saying that the 10,000 specimens belong to only 700 people?

From your first reference, I work out the following statistics:

2,700 known to be missing and therefore presumed dead at the WTC
1,600 identified by various means, including DNA, from body parts found at WTC (59%)
1,100 of the dead not yet identified

10,000 specimens of body parts etc match none of the reference specimens from the 2,700 who are missing and presumed dead

The conclusion I come to is that:
(a) the remains of the 1,100 unidentified missing and presumed dead were vaporized or otherwise destroyed beyond recognition and
(b) either the 10,000 non-matching body specimens do not come from the WTC or else they belong to people (700) who have not been accounted for as missing. This would mean that 3,400 people died at the WTC and not 2,700 and that only 47% of those missing were identified, a figure which is close to the identification rate of the missing firemen.

Figures for the firemen (second article):
343 known to be missing and presumed dead at WTC
182 identified from remains (53%)
161 (by difference) vaporized beyond recognition
