We had one deputy a few years back give a ticket to a woman for drinking and driving because she had bottle of water in her hand. Another arrested a man for theft of service for emptying his car ash tray in a Wal-Mart dumpster. He actually went so far as to contact the store manager at home and ask him to sign the complaint. The manager refused, so the officer proceeded on his own.
