That goes right along with the theory that countries build the armies they fight wars with YEARS before the actual war. So, you can predict who'll be at war soon by looking at their armies.

Like Rumsfeld said "You go to war with the army you have, not the one you want". From the above numbers, I can't see what he's whining about. We could HALVE what we spend and still spend three times what the next nearest country spends.
