You are ignoring the proposed 'claw-back' provision... also the fact that the feds will retain control of the 'individual accounts' to ensure their annual claw-back (more liike a rake-off, which happens whether the account is up or down), will drastically restrict the investment choices to only a FEW (ALL US equity and bonds, natch :), and also that the individual 'account owner' likely will be BANNED from cashing out the account at maturity, but must purchase an 'approved' annuity.... Some 'individual ownership', Hah!
