The Govt is a bunch of skimming artists. They don't care about the poor. They just care that they can skim from programs for the poor. Skimming takes the form of consulting contracts, program administration, high salaries for those overseeing such programs. The Govt is the United Way of programs for the poor. The Govt is a phony angel of light.
