I agree that here in the US we are headed in the wrong direction whether we adopt "No Child Left Behind" or not. In either case we are moving backward.

In the case of Third World countries, what you say would need a cultural change.

So I think we need to start addressing our deteriorating situation and leave those countries to go their way. The Madrassas will die their own death with the age of the Internet and opening of the doors of knowledge resulting from this.

Instead of sending troops into foreign lands, let us use those monies to fund computers and the Internet in every schools in countries like Pakistan, Indonesia etc. Similar to the Peace Corp programs of the 1960's where teachers from the US fanned out into the countries of Africa and Asian nations such as India. Today India is knocking on the doors of becoming a power, thanks to the vision of the US leaders such as JFK, Lyndon Johnson and the PL funds and aids to such nations.
