Economic clout is the most effective clout, is even better than the military might. We pulled down the might of the Soviet empire without firing a single shot. It took us 76 years since the Bolshevik revolution. But we finally managed to break their backs. The same would have happened with Saddam with the "no fly zone" etc. The difference is that Bush just chose to seize the opportunity to knock off Saddam militarily by taking advantage of the situation caused by the Al Qaeda attack. Economic clout is the name of the game, IMHO.
