February 18 [1998] President Clinton approves a waiver for the Loral-built Chinasat 8 satellite to be exported to the PRC for launch.
Clinton may not have gotten formally involved till then, but exporting the knowledge used to get the Long March to a reliable state was. And Loral did not get paid by contract terms until the satellite had been successfully manufactured, launched, and completed IOC (in-orbit checkout). So Loral had a nice chunk of change (hindreds of millions) riding on getting that satellite into orbit.
