Carter thought that during his Presidency he could go on a crusade og human rights and demoocracy the way he (an American) perceived it. He failed since he was embarking on a venture which involved changing a culture. The countries he tried it with are those whose people did not care much about those issues. It is the same with Bush. He is trying it in the Arab world where their history has shown otherwise. Teh Arabs have a penchant for monarchy. Tribalism is rampant there. So what if they are rich, have all the money, wear good clothes and perfumes. Ther think like the medevial times. All those sheiks in Omar and Qatar, Yemen etc.
