I don't know who this Chief Actuary is, but according to the Census Dept., in 2000 there were 22 million African Americans between the ages of 15 and 64. There were 2.8 million 65 and over - representing 11% of the African American population 15 and over. There were 14.8 (9.3 million, 45 and over) million African Americans 35 and over, meaning 18.9% (30%)of those African Americans over 35 (45), were senior citizens. I chose 35 (I also included 45) years old, to offset the effect of early childhood and early adult deaths.

There were 30.4 million White Americans 64 and over representing 17.9% of those 15 and over. There were 114 million white Americans 35 and over (80.4 over 45), which means 26.7% (38%) of that group were senior citizens.

This means that there were 22 million Black and 140 million White Americans of working age (15 - 64). There were 2.8 million Black and 30.4 million White Americans, 65 and older. Now all these people probably do not qualify for Social Security, but clearly a greater ratio/percentage/number of whites reach retirement age versus blacks.
