You have to wonder what O'Neill would suggest for those babies who grow up to be murderers or some sort of felon sentenced to life in prison without parole? Or those who die prematurely? Would severely handicapped babies receive their annual deposit? If so who would manage that money for them when/if they reach 65?

I'm sure I could come up with more questions, but it is late and I'm tired.
