I do not think that RIC is a publicly supported college.

It sounds as though this student is a trouble maker. He had what one might determine to be a hearing with Perlmutter and the President of the college and all of them thought he was off base.

I know of lots of students like this having had some.. Only where I worked the parents were brought in and pressures brought to bear.

This piece sounds a bit like... to me.... a Maelstrom created by someone who just didn't choose to work out alternatives but chose instead to make a scene.. I would have to know more.

Not enough to judge there.
