This would not really be a rules change. It would be stating in the rules what has been the practice for 200 + years - that the filibuster is not to be used in matters of advice and consent. It is the democrat party that would change the rules to try and achieve ends that it could not otherwise achieve. Remind anyone of the Washington State Governor's race?
